About heads official of WATP

 

We have decided to acquaint the public the first heads WATP, put in pawn a basis of this public organization and continuing its activity to this day together with Turkic patriots. Despite of the important role of these persons, we are not going and to not ennoble and to not belittle their importance in common Turk movement. As speak, time to judge.

Certainly, activity WATP is based on participation, now and then on self-denying participation of Turkic patriots. And each of them worth to speak about them, for example, about the Tatar girl who voluntary and without everyone’s a condition has undertaken to make everything, that can for creation of language "Orta Turk". Or about the Turk from Karakalpakstan nowadays living in Crimea, the linguist owning rare gift - owning several Turkic languages, including disappearing, as with delight of our common language connected to creation. We as with admiration recollect solid delegation of Kumyk, having overcome all difficulties, having arrived on 5th congress WATP, stated valuable ideas above which decision it is necessary us to work.

Here we can’t speak openly about all our colleagues yet, being afraid for their destiny and life. In spite of, that we conduct the work within the framework of the standard democratic norms, we are engaged in process of the opportunities above the decision of burning problems of all mankind, not to mention about the God given rights of Turks while there are forces which would like that we did not exist at all. They do not doze. One of acknowledgement told is that, some delegates who have left on mentioned congress, have not reached, and others after returning home were expected with serious conversation with representatives of special services.  

 Representing you of heads WATP, we have found not necessary to detail the biography and activity of known figures as Olzhas aga Sulejmenov which is known enough, and in other cases covered their activity much more in detail. 

1. Olzhas Omarhanuly Sulejmenov - the organizer of the first Congress of People of the East of Soviet Union. O.Sulejmenov - the poet, the writer, public and the political figure of Kazakhstan. The Turk-Kazakh. Was born May, 18, 1936 in city of Almaty. Has completed geological faculty KazGu (1959.) and literary institute of A.  Gorki (1961). In 1962-1971 the literary employee of the newspaper "the Kazakhstan truth", the chief editor of a scenario-editorial board of film studio "Kazakhfilm", the head of a department of journalism "Prostor", 1971-1981. The secretary of board of the Union of Writers of Kazakhstan. Beginning 1972 the chairman of the Kazakh committee on communications with writers of the countries of Asia and Africa. In 1981-1983 the chairman of the State committee Kazakh USR on cinematography. In 1983 the first secretary of Board of the Union of Writers of Kazakhstan. In 1989 became the initiator of movement "Nevada - Semipalatinsk". In 1990 with active assistance of assistant A.Estekova has organized the first Congress of People of the East in Moscow which in 1991 was transformed into Assembly of Turkic People. All-union popularity has come to him with his scientific work "ASIA", undergone to the most severe criticism on the part of authorities of mother country (Moscow). Now combines research activity with diplomatic work - as the representative of the country in UNESCO.

 

2. Muhamedinov Rafael Fardievich the 1st chairman of Assembly of Turkic People (АТP) (1991-1993). The outstanding public figure and the scientist of the Turkic world. Volga Tatars - Turk. Was born May 4^th 1947 in Berezorvski of Sverdlovsk area. In 1974 has ended Turkish branch (philology) of East faculty of the Leningrad (Saint-Petersburg) university.                            

Till 1981 worked as the translator in the industry of tourism in Leningrad. Since 1981 works as the scientific employee in system AN of Tatarstan, since 1996 on present time - in the Department of a history of public idea and Islam conducting Institute of a history it. S.Mardzhani of AN Republic Tatarstan.     
     The basic direction of his scientific activity - research of a history of formation of ideology of the Tatar nationalism and Turkism pan-Turkism. He is the author of three monographies on these subjects:

1). Origin and evolution Turkism, Kazan - 1996.

2). The nation and revolution (Transformation of national idea in the Tatar society of first third XX century), Kazan - 2000.

3). Ideological and political currents in the post Soviet Tatarstan (1991-2006) Kazan - 2006.
      He also publishes more than hundreds articles in the Tatar, Russian, Turkish and English languages in domestic and foreign editions.  In 1997, Muhametdinov R.F.'s has defended the master's thesis on a theme "Yusuf Akchura and Zija Gekalp: formation of ideology Turkism (70th XIX in. - 30th. XX in.)". He is one of initiators of creation in Tatarstan Societies of culture him. S.Mardzhani, was the first chairman of the Tatar party of national independence "Itifak"(unification) (1990), Is the author of 1-st Program АТP, and also one of developers of the Project of 3 Programs WATP. He the author of "Manifests of references of АТP to the presidents, power structures, public organizations and people of Turkic republics" which September, 15, 1991 was directed to all appropriate instances. The main idea of the Manifest was creation of the Union of Turkic States (UТS). In 1991-1992  Muhametdinov  R.F.'s was the organizer and the participant of meetings of leaders АТP in Almaty, Makhachkala and Nalchik. In November, 1991 participated in 1-st Symposium on creation of a basis for the unified Latin alphabets of the Turkic languages, holding in Istanbul. In June, 1992 has taken part in work 2-nd World Turkic conferences in New York and was elected the honorary member of the World Turkic Committee. Muhametdinov R.F. is the participant 9 of 11 Congresses of the Brotherhood and Cooperation of the Turkic States and People holding in 1993-2007 in Turkey and Azerbaijan. Since November, 4, 2007 is a member of Coordination council of the World Assembly of Turkic People (WATP) took part in work of many international conferences and political forums on problems of the Turkic people which are carried out in the CIS, Turkey, USA and continues research activity.

 

3. Timofeev Vyacheslav Aleksandrovich 2nd chairman АТP (1993-1997).

     Was born April 3^rd 1950 in Chubaevo Urmarskogo area of the Chuvash Republic. The Turk-Chuvash. In 1973 has graduated from the Kazan state medical institute. S.V. Kurashova, in 1975 has completed propaganda faculty Cheboksarskogo of university of Marxism - Leninism, in 1993 has graduated economic faculty of the Chuvash state university. I.N.Ul'janova, the doctor, the philosopher, the economist - manager. After the ending of medical institute worked as the doctor in different medical institutions of a republican level. 1994-1998 years - the deputy of the State council of the Chuvash Republic, the chairman of Committee of the State council of the Chuvash Republic on questions of activity of institutions of local government and public associations. 1998-2004 years - the president of karate federation the Chuvash Republic, since 2004 a member of presidium of National federation karate Russia. 1991-1993 years - a member of presidium of the International association of Turkic youth. 1993-1997 years - the chairman of Assembly of Turkic people (АТP). 1994-1998 years - a member of presidium, 1998-2008 years - vice-president of the Chuvash national congress. In 1998 the candidate in presidents of the Chuvash Republic stood on a post of the president of the Chuvash Republic.

Timofeev V.A. one of the few who in present time promotes:

 - strengthening of spirit and national consciousness of Chuvash people,                                             - increase of the status of the Chuvash language,    

- development of culture of Chuvash people, 

- to an all-around development of brotherly communications between Chuvashs and other Turkic people.

   Chuvash people, partly and due to diligence and Timofeeva V.A.'s works, comfortably and cozy feels like in family of Turkic nations of the world, despite of their distinction in creed (the Islam, Christianity and the Buddhism) and confidently, together with everything, looks in the future.

                                                                                                                                                                                          4. Umerov Ilmi Umerovich 3rd chairman WATP (1998-2007). Was born August, 3, 1957 in community Tashlak the Fergana area of Uzbekistan. The Turk-Crimean Tatar. In 1980 has completed Andizhan state medical institution and till 1988 worked as the doctor. In 1990-1994 supervised business by structures. Since 1994 - the deputy Supreme parliament autonomous republic of Crimea. In 1994-1997 is the vice-prime minister of the government of Crimea. In 2000-2002 – deputy chairman Bakhchsarai region state administration. In 2002-2005 deputy the chairman of Supreme parliament autonomous republic of Crimea. He began public work from the Crim-Tatar National Movement where he in 1989-1991 was a member of the Central council of the Organization of the Crim - Tatar National Movement. In 1998 in Izmir (Turkey) at 4-th Congress of the World Assembly of Turkic People (WATP) he was elected the chairman of this organization where Assembly has received the World status. Under his management in 1999 the meeting of leaders WATP in Dombai (Northern Caucasus) on problems common Turk movements was carried out. At present Ilmi Umerov  works as the chief of administration in city Bakhchisaraiand is one of outstanding politicians of the Crim - Tatar Turks.

 

5. Yermentay SULTANMURAT - the president of the World Assembly of Turkic people (November, 3, 2007 on present time). Was born in 1950 in Kazakhstan. The Тurk - Kazakh. Graduated high school in Uzbekistan in 1966. In 1974 has outstandingly graduated from Moscow academy of veterinary medicine and biotechnology of K. Skrjabina and evening university of political science (Moscow), was the secretary of Komsomol organization on ideology, deeply studied economic and political disciplines.

Began his labor activity as agricultural worker in 1965 South-Kazakhstan region. In 1974-77 worked as head chief main expert and  deputy chairman collective farm, starting from 1977-79 director a department of medical maintenance and protection of an agricultural production of a staff of a civil defense on the South-Kazakhstan area of the Ministry of Defense of the USSR, 1979-81 the chief of the major department of regional management of an agriculture, 1981-1982., the first assistant to the general director of regional association on poultry farming, in 1982-1985 the director of a build integrated poultry farm, 1985-1990 the director of breeding poultry-farming state farm. Since 1990-2002 alongside with others was engaged in production-commercial business. In 1995-96 worked as the adviser of a Supreme Soviet (parliament) of Republic of Kazakhstan. In December 1998 in New York headquarters of the Organization Incorporated the Nations was elected the coordinator of a forum on the countries of the Central Asia and Caucasus that was a recognition of his activity on transformation of a terrestrial society on a global - harmonious and fair - humane society in 21 century.

    
Y.Sultanmurat being the head of different ranks, solved problems with the innovative approach, combining them with courageous, justified itself the experiments, carried out by him on the basis of own research activity. He was put in 1986 forward on competition of the State premium of the USSR for participation in designing and construction of a complex of integrated poultry farms in the South-Kazakhstan region. In 1997-1990 was engaged in practical transformation of economic base of totalitarian socialism on a democratic basis by the repayment at the state and with the subsequent privatizing enterprises, headed by him.

     He has adjoined a science in searches of decisions of burning practical tasks and began to publish the works since 1975.  In 1994-1995 has developed and offered power structures and has published the program - concept of national capitalism for Kazakhstan - on transformation of a heritage of the Soviet economic system on two-factorial model of market economy, at that time, not suspecting, that such form of capitalism already exists in some countries of the West.

  In 1999 has published conceptual article about transformation of the world in the main publication of the Organization Incorporated the Nations magazine “United Nations Chronicle” and was the first representative of the central - Asian countries, published in this edition.  In 1999 having achieved inclusion of realization of a forum in the decision of Secretary of the United Nations, has organized in Almaty the international forum of the United Nations: "Millennium: Results and Prospects", having financed it with own means, in view of absence of those at the government of Kazakhstan. The forum discussed and has approved his concept of transformation of the world. In 2000 has acted in a forum of the United Nations (in the New York headquarters) and the World forum "the Condition of the world 2000", in New York with the report on "the New concept of transformation of the world". In 2002 has developed the concretized Strategy of development of Kazakhstan, approved by Agency of strategic planning and Institute of strategic researches at the President of Republic of Kazakhstans.                       

 

Since 1995 began to pay attention to problems of a survival of the Turkic world, and was engaged in search of ways of an intensification of a unification of Turkic people, judgment and development of a new direction of activity of the World Assembly of Turkic People. In 2007 together with first chairman of АТP Muhametdinov R.F., with other active workers has provided convocation and realization congress WATP where it was accepted the new Program of the organization.

The basic scientific works:                                                                                                      

1. The concept - program: Model of social development of Kazakhstan - "the Kazakhstan variant of national capitalism" (1994-2002.), is approved in 2002 by the above mentioned bodies at the President of Republic of Kazakhstan;  

2. The theory and the concept of "Transformation of the world" (1998-2000.)  Is marked by a nominal medal of the Cambridge centre of the international biography, with assignment of a rank the outstanding scientist of 21 centuries and has received a high estimation in scientific circles of the West.                                                                          

 3. The concept "the Turkic zone stability" (2008.).

The basic industrial results:                                                                           

1. Introduction of the prototype 2х factorial model of market economy in state farm "South-Kazakhstan", in a unique sort among integrated factory of former Soviet Union (1987-1990);     

2. Reconstruction, construction and operation of five industrial enterprises of agriculture in different regions of Kazakhstan.

       Y.Sultanmurat - the academician of the International academy of information, a member of the American scientific organization on studying Central Eurasia, the author of several books and numerous article on problems of reforming of economy, east democracy, activity of the United Nations and Turkic unity. Each conceptual development of the author - an alloy of the scientific approach with real life, result of titanic work, which  many academic establishments are unable to take under. Now he continues to work as the coordinator of the mentioned forum of the United Nations, the president of the World Assembly of Turkic people to bring the scientific – practical development the feasible contribution to social and economic development of Kazakhstan, a Turkic unification, and is engaged in creation of the historical-cultural centre of Turkic people - small town "Turan" on the Silk way, in Southern Kazakhstan.
