Fundamental bases of a unification of the Turkic world

 

        After formation of our new independent states of Azerbaijan, Kazakhstan, Kirghizstan, Uzbekistan, Turkmenistan at the Turkic World new opportunities of national development have appeared. However in conditions globalization it in many respects can’t be held.

    We, Turks, are today at deciding stage in the history. If we shall remain in a condition of inertia, race behind the current interests we can’t notice how we appear assimilated stronger and wise people, and we shall disappear as original people. But there is also other variant of development of events - having overcome our dissociation and egoism, we shall be united to rescue great Turkic people which particle is each of us.

     Now under the guise Turkestan, be it the economic union or confederation, really can begin unifying process our independent states. Happen such, all Turkic people would cheer up spirit. Therefore we assign special hopes for initiatives of the prime minister of Turkey of R.T. Erdogan on creation of Commonwealth of the Turkic States, president Kazakhstan N. Nazarbaev on creation of the Union of the Central - Asian states, maintained by many leaders of region, especially Kirghiz people led by president K. Bakiev. The practical steps undertaken in this direction, in particular, on creation of Interstate council of Kirghizstan and Kazakhstan, please all of us. It is known about adherence to idea of a Turkic unification of president Uzbekistan I. Karimov, acting with the slogan "Turkestan - our common house". The further activation of the given process on the part of Uzbekistan would speed up this process. And the president of Azerbaijan Also offers "to unite the Turkic world in even more organized form", meaning existing position.

      But in any case we, Turkic people wherever were, should form the fundamental basis conducting to Turkic unity.

 

The various unions existing in the world, being created, pursued other purposes, have other nature, therefore to accept their way to association as a pattern it is impossible. We shall be united to restore the taken away unity, thus to resist to calls of time. We should go to unification in all legal, civilized forms. But at the same time our World Assembly of Turkic People - WATP, should choose specific targets which decision will give fundamental result in a Turkic unification.

       The idea stated outstanding Turanian Ismail Gaspraly of hundred more years back: “ Dilde, fikirde, işte birlik! ” Turk Ata is expression of the main thing what we require, children. It is the slogan of all Turkic world, allowing to achieve real shift in a Turkic unification.

      Language is not simply means of dialogue, it is a mentality, expression of concepts by which we are guided in life, language is our essence. Who has lost the language that has lost thus spiritual force of people, the national shape and began what language has accepted. For example, Bulgarians, in the ethnic attitude Turks,  having accepted Slavic language, now count themselves Slavs. The language unity is a way to spiritual unity, without which Turkic unification - an empty phrase.

      For today in life of the majority of Turks which were or now are in structure of the Russian state, became predominating Russian.

      Russian take from a world stream of the information that part which count necessary for itself, processes it and give out to the audience under a corner of own ideology. We use this information also; we translate it on the languages. Therefore, even if we speak and we study on the native language, in most cases it is reflection of spiritual essence of other people sounded by means of a mere verbiage of our language. It turns out, that in the new independent Turkic states we form the sights, we bring up children, we live and we plan on the intellectual basis generated by the information, other country interpreted from this point of view.

 

 

Now think that our own opinions and the decisions accepted in such conditions. In general, it is necessary to take into account, that Russian language now covers only 2-3 % of a world information stream.

      We shall get original independence and we shall rise for a way of real progress only then when, using world achievements, we shall create cultural - information riches on the basis of own spiritual values and we shall live on them. That it is possible, when we shall have own powerful language.

      The technique of creation of such language, developed by the Uzbek scientist Bahtiyor Karimov, is a technique of a reconstruction ancient common Turk the language having roots, leaving in depths of millennium. That is, it not Esperanto, having sad destiny. It offers to recreate our language, selecting words on the basis of frequency of their repeatability in different Turkic languages, as taking into account a population, using them. If the concrete word meets at the majority of peoples for certain it was used in those epochs when we were uniform. Thus it is not necessary to neglect dictionary fund of small people which can contain words with deep roots and with a high conceptual level.

      Restored in such way common Turk language "Orta Turk" begins to clear all Turkic people and begins not only language of dialogue, but also a science, culture, business.

 Translation of achievements of world culture, the daily information into this language will approach us to each other without intermediaries. Having introduced "Orta Turk", we for some decades sharply can lift an educational level of the population, including in distant kishlaks. Accordingly and our own achievements will become property of all world through this language on which new creations will be written and to which will be translated previous.

 We, offering "Orta Turk", count, that language of each Turkic people in an area of the distribution should continue develop freely. Moreover, it is a unique way of rescue of our native languages which promptly falls, to disappearance to which number I attribute also the Kazakh language. If there leaves in nonexistence language state forming ethnos of independent Kazakhstan about position of language of other Turkic people which are not having the statehood, to guess not difficultly.

     Now several enthusiasts of a measure on finishing this language up to a level take, allowing to use it in MASS-MEDIA.

 

     For fast achievement of popularity of this language we shall create news agency "TURAN". By the way, the agency under such name exists in brotherly Azerbaijan, it renders to us information support - all materials of our congress are on their site.

     "Turan" on common Turk language will give out all day and night through own radio and television broadcasting stations the latest news from all world, received with language of the original. Thus, we shall achieve popularity of this language not only at Turks, but also at other nations of the world.

      Such uniform language will allow to make our people incomparably viable. For today any Turkic people is not capable to make the language such what can become common Turk - language "Orta Turk", differently Turks.

If we shall find understanding at our authorities during 10 years Turks will enter our real life.

Our rising generation, staying in the information environment appropriate to our interests, grow devoted common Turk to ideals. Means, language Turks is the beginning and a basis of a Turkic unification and revival.

      The unity in ideas which so does not suffice us today, full-scale will be formed with occurrence "Orta Turk".

      The unity in ideas follows from unity of an overall objective of the Turkic world. Our overall aim is a survival, restoration of unity, basing on our roots that will provide prosperity of the Turkic world. Formation of such sight at each Turk is the beginning of creation of the spiritual base of the Turkic world. I believe, that our intellectuals similar aksakal Turan Yazgan, R.Muhametdinov and another will manage to recreate and develop the common spiritual basis of Turkic people, and all of us shall work to finish it up to heart of each Turk.

       Globalization can remove us from a historical stage, not only eliminating our national originality - language, culture, physical shape, but also economically. The Turkic world though its roots lay in the East, basically gravitates to the western model of social development. It not that the western model has the superiority, and most likely as consequence of the western expansion. And we are in a zone of direct influence of great China - the Chinese model of economic development yields the best results in the world; they have already subdued all world the cheap and qualitative goods. If not

For today in Institute Orta Turk, organized according to the decision of 5-th congress WATP are selected more than nine thousand most used words, and works, on creation using them, bases of language Orta Turk - Ana Turk are conducted. Orta Turk, with the designated lexicon it will be sufficient for the organization of a uniform Turkic information field and dialogue between Turks grow up to such level to compete to China our economy will be ruined, and all that we today create, we build, in the near future becomes their property and will serve their blessing.

       Therefore it is necessary to adopt all best of the Chinese model of economic development, and acceptable - from all world.

       Such model, allowing to reach the Chinese results, is double factorial model of market economy, spread in many countries of the world. We in due time developed variant of this model for Kazakhstan that is acceptable and to the countries of the Turkic world. This model is based that sole proprietors and workers are the same people. Only all resources in this case are maximum effectively used, all sides, abilities of each Turk - the worker and the proprietor can reveal.

       If to combine double-factorial model of economy with the appropriate state policy, it is possible to create such competitive economy which can resist to the Chinese economic impact. Common Turk the market basing this model, will be one of the best in the world, especially, having in stock enormous natural resources.

       President N. Nazarbaev, aspiring to transfer idea of creation of the Union of the Central - Asian states in a practical plane, alongside with other measures offered to create a joint free economic zone of these countries. In such zone it is necessary to fulfill foregoing variants of creation of competitive economy, here there can be formations of "the new Turk".

       For long centuries of the crisis experienced by the Turkic world, have resulted also in deterioration of advantages of a human material. We can reach conceived if we shall manage to generate the modern, spiritually raised Turk basing primordially Turkic values, incorporated the best human qualities, able to live, work in modern conditions.

       Therefore "the new Turk" it is necessary to undertake formation thoroughly. It is necessary to study and adopt the best, competitive features of promoted peoples, their methods on education of rising generation. Education should be begun with a kindergarten and a message up to maturity, thus minimizing influence of secondary factors, streets etc. Should be thought over also that such generation was claimed by a society.

 

      Accordingly public life also should be directed to that channel in which it will come to an ideal assumed by us and becomes fair and humane. Only the unity of values of education and real life will allow to achieve expected. If we shall manage to achieve that the Turkic world will consist in the majority of such citizens then there will come the time of revival of great Turan - Renaissance of Turkic people, each person.

      Sons of Turkic people irrespective of, big or small people they belong, - from birth have self-respect. For they are Turks. And they although to have in the future union of the Turkic states, including and in daily attitudes, fair and equal in rights relations. But it is unattainable at the western democracy which the Slovene intellectual Weak Zhizhek named "a way of creation of a monotonous field for activity of the western monopolies".

     Requirements Turk are answered dahabic with democracy. Dahab is the reduced variant of Turkic expression "dana khalyk baskaruy (heading single nation )". Dahabi democracy assumes creation of the constitution of the country as sets of fair - humane representations of citizens on all questions of ability to live of a society and aimed on achievement of an overall objective of given people.

Thus on places - in each street, in an aul, city there should be palaces dahabi where people freely can gather, discuss problems and watch that each member of a society, all people and authority of all levels observed dahabic the constitution. In a society having such constitution, fair - humane relations between people, between people and the state, between the states, that is, the attitudes appropriate to congenital mentality Turk will be established.

       I want to note, that the essence of this model of a social system in due time was published in the main publication of Organization United Nation "United Nations Chronicle".

      Dahabic the social order with two-factorial model of market economy can become model of social development of the Turkic world, inverted in the future.

      As we see, for realization of a Turkic way of development conceptual offers have started to be born not only in the governmental studies, but also in minds of ordinary Turks which number I treat also. Means, time has ripened.

      Summing up the statement, I want to note, that WATP should undertake for creation common Turk language - Turks, for revival and development of a spiritual basis of the Turkic world, combining them with activity of the various orientation involving broad masses of Turkic people. For example, realization of periodic competitions variety songs of the Turkic world, with translation in all our countries, having named this action Turk vision where songs and on Turks etc would be executed.

      Our Assembly, not remaining indifferent to burning problems, for example, as the Karabakh problem of brotherly Azerbaijan, nevertheless should not get mixed up in the current policy or to be engaged in cheap politics. From it to sense will be a little, and distracting, we shall lower fruitfulness of the activity on participation in creation of fundamental bases of Turkic unity.

 

We should concentrate on those strategic directions about which it was spoken above to add them; they should result in years the Turkic world in the treasured purpose.

      In all these undertakings being renewal of old initiatives, we wait for constructive interaction on the part of all branches of Turkic people and governmental bodies. 

      To one of such bodies can become Public council with participation of representatives of the government, public organizations of the Turkic states and people which first of all would be engaged in improvement of mutual understanding between Turkic people. Such body can be created at organization TURKSOI.
